Abstract
U radu se analiziraju pokazatelji fiskalne održivosti općenito i na primjeru Hrvatske. Spomenute pokazatelje potrebno je pratiti zbog problema fiskalne neodrživosti koji se javlja kada javni dug raste brže nego sposobnost države da ga otplaćuje. Pokazatelji koji su se koristili u radu su pokazatelji stabilnosti javnog duga, pokazatelji fiskalne ranjivosti te složeni pokazatelji. Glavni cilj rada bio je analizirati spomenute pokazatelje u Hrvatskoj prije, za vrijeme i nakon svjetske krize, kako bi se došlo do zaključka o fiskalnoj održivosti i njezinoj budućnosti za Hrvatsku. Također, cilj rada bio je i usporedba fiskalne održivosti Hrvatske sa sličnim zemljama srednje i istočne Europe za već spomenuto razdoblje. Provedenom analizom, javni dug u Hrvatskoj se pokazao neodrživim, a Hrvatska se i u usporedbi sa odabranim zemljama srednje i istočne Europe, uz Mađarsku i Sloveniju, istaknula po fiskalnoj neodrživosti.
Abstract (english)
The paper analyzes the indicators of fiscal sustainability in general and in the case of Croatia. These indicators need to be monitored becouse of the problem of fiscal unsustainability that occurs when public debt rises faster than the ability of the state to repay it. Indicators used in the paper are public debt stability indicators, fiscal vulnerability indicators and complex indicators. The main objective of the paper was to analyze the mentioned indicators in Croatia before, during and after the global crisis, in order to reach a conclusion on fiscal sustainability and its future for Croatia. Also, the aim of the paper was to compare the fiscal sustainability of Croatia with similar countries of Central and Eastern Europe for the period already mentioned. According to the analysis, public debt in Croatia proved to be unsustainable, and Croatia stood out for fiscal unsustainability in comparison with selected countries of Central and Eastern Europe, along with Hungary and Slovenia.
