Abstract
Predmet istraţivanja je sagledavanje procesa decentralizacije od njegovih začetaka do danas te analiza učinkovitosti mehanizma fiskalnog izravnanja u svrhu financiranja jedinca lokalne i regionalne samouprave u Republici Hrvatskoj. Učinkovitost istog se analizira kroz postojanje negativne korelacije izmeĎu ostvarenog BDP-a per capita 20 ţupanija i grada Zagreba (parametar mjerenja razvijenosti svake od tih jedinica) i dotacija, pomoći i transfera koje primaju od središnje drţave i drugih izvora. Rezultati istraţivanja pokazuju da ne postoji negativna korelacija izmeĎu odabranih varijabli pa se zaključuje da mehanizam fiskalnog izravnanja u RH nije učinkovit pri alokaciji sredstava od središnje drţave prema lokalnim jedinicama. Središnja drţava bi se trebala usmjeriti ka poboljšanju kriterija dodjele pomoći, smanjenju broja jedinica, boljoj analizi fiskalnih kapaciteta i decentraliziranijoj raspodjeli prihoda.
Abstract (english)
The subject of the research is to consider the process of decentralization from its beginnings to date and to analyze the efficiency of the fiscal equalization mechanism for the purpose of financing the local and regional self-government unit in the Republic of Croatia. Efficiency is analyzed through the existence of a negative correlation between the realized GDP per capita of 20 counties and the city of Zagreb (the measure of development of each of these units) and grants, assistance and transfers received by the central state and other sources. The research results show that there is no negative correlation between the selected variables, and it is concluded that the fiscal equalization mechanism in the Republic of Croatia is not efficient in allocating funds from central government to local units. The central government should focus on improving the criteria for granting assistance, reducing the number of units, better fiscal capacity analysis and decentralized revenue allocation.
