Abstract
Nema jasnog i jednoznačnog pojmovnog sadržaja termina krize. Kriza je ozbiljna prijetnja osnovnim strukturama ili temeljnim vrijednostima i normama socijalnog sistema koja, u uvjetima vremenskog pritiska i vrlo nesigurnih okolnosti zahtijeva donošenje kritičnih odluka. Do krize dolazi kada institucionalne strukture socijalnog sustava dožive relativno jak pad legitimiteta, dok su njene centralne servisne funkcije oslabljene. Ona se ne shvaća kao gotovo stanje (rezultat), već kao proces koji nema jasan početak. Posljedice krize se osjećaju i u budućnosti. Za organizaciju je kriza okruženje u kome ne može normalno djelovati. Kriza ugrožava sposobns tpreživljavanja organizacije, onemogućava ostvarivanje ciljeva. Kad nastupi kriza treba izabrati pravu strategiju koja će iskoristiti sve maximalno u organizaciji. U procesu privlačenja domaćih poslodavaca Federalni zavod je poput ostalih zavoda u drugim zemaljama pokušao mjerama poticajnih zapošljavanja osigurati suzbijanje rada na crno te sve veće iseljavanje mladih ljudi. Poticajne mjere vezane su za zapošljavanje i samozapošljavanje. Federalni zavod svake godine financira zapošljavanje osoba koje su na evidenciji zavoda preko raznih poticaja zapošljavanja, kako bi potaknulo poslodavce da prijavljuju osobe u radni odnos.

There is no clear and unequivocal conceptual content term crisis. The crisis is a serious threat to the basic structures or basic values and norms of social systems which, in terms of time pressure and very uncertain circumstances require making of critical decisions. Until the crisis comes when the institutional structure of the social system experiencing relatively strong decline of legitimacy, while its central service functions are impaired. It is not seen as almost a state (result), but as a process that has no clear beginning. The consequences of the crisis are felt in the future. For the organization of the crisis environment in which can not normally operate. The crisis threatens sposobns tpreživljavanja organizations, preventing achievement of the objectives. When a crisis occurs should choose the right strategy to take advantage of all the maximum of the organization. In the process to attract local employers Federal Institute is like other institutes in other countries tried measures stimulating employment provide combating undeclared work and increasing emigration of young people. The incentives are tied to employment and self-employment. The Federal Institute each year funded by the employment of persons who are registered with the Institute through various incentives employment, to encourage employers to register persons in employment.
