Abstract
Migracijske politike se kroz povijest susreću s problemom smještanja velikog broja ljudi bez vlastite domovine. Vode se političke i etičke debate o pravima koja posjeduje čovjek i o pravima koja posjeduje određena država. Dovodi se u pitanje legitimitet države i njeno pravo na isključivanje drugog. Hannah Arendt, a zatim Giorgio Agamben, iznose argumente kako i zašto je došlo do gubitka nacionalnog identiteta te gubitka čovjeka kao pojedinca uopće. Nerazlikovanjem prirodnog i političkog života čovjeku preostaje samo goli život kojim upravlja suverena moć. Nacistički logori postaju paradigma ''logora'' dvadeset prvog stoljeća jer se čovjek ponovno nalazi u obespravljenom prostoru gdje mu jedino ostaje težiti očuvanju svog dostojanstva i borbi za prirodna, neotuđiva prava svakog čovjeka. Termin izbjeglica poprima jedno metaforičko značenje iza kojeg se krije svaki čovjek ukoliko ne posjeduje dostojanstvo, metafizički stid i prava koja posjeduje kao prirodno i političko biće.
Abstract (english)
Throughout history, migration policies have always encountered the problem of placing a large number of people without their own homeland. Political and ethical debates are being held on rights believed to be possessed by the man as well as those possessed by a particular state. The legitimacy of the state and its right to exclude the other is brought into question. First Hannah Arendt, and then Giorgio Agamben, give their arguments on how and why this has led to the loss of national identity and the loss of the man as an individual in general. Due to the vague distinction between the natural and the political life, a man is left only with a bare life governed by a sovereign power. Nazi camps become a paradigm of the twenty-first- century "camps", as the man is found once again in a desolate space in which the only thing worth preserving is the dignity and the will to fight for the natural, inalienable rights of every human being. Thus the term "refugee" takes on a certain metaphorical meaning of every human being that does not possess the dignity, metaphysical shame, northe rights possessed by a natural and political being.
