Abstract
Doprinosi su jedan od oblika javnih davanja državi, drugi po redu najznačajniji prihod državnog proračuna u Republici Hrvatskoj, odmah iza poreza. Osnovna razlika između poreza i doprinosa jest u tome što kod prvih nema unaprijed određene namjene trošenja a kod doprinosa točno je određeno na što će se prikupljena sredstva potrošiti. Socijalno osiguranje pravo je zaposlenih i članova njihovih obitelji a temelji se na načelima solidarnosti i uzajamnosti. Zakonom o doprinosima određuje se vrsta, visina, način i obveznik obračuna, plaćanja i izvješćivanja o doprinosima.
Abstract (english)
Contributions are one of the forms of public givings to the state, second in order of the most siginificant income of the budget in the Republic of Croatia, right behind the tax. The main difference between the tax and the contribution is that there is no predetermined purpose of money spending in the case of taxes but in the case of contribution it is precisely determined on what the funds will be spent. Social security is the right of employees and members of their families and is based on the principles of solidarity and reciprocity. The law of contributions defines the type, height, manner and the payer of the budget, payment and reporting of contributions.
