Abstract
U ovom radu promatra se provođenje postupaka javne nabave grada Vrlike u vremenskom razdoblju cijele 2020. godine, a poseban naglasak stavljen je na Plan nabave i registar ugovora grada Vrlike. Na početku rada definirao se pojam javne nabave, njen utjecaj na gospodarstvo Europske Unije i Republike Hrvatske te konačno na samu jedinicu lokalne samouprave. Opisujući grad Vrliku prikazani su njeni osnovni podatci, prometna i komunalna infrastruktura, stanovništvo, gospodarstvo, djelokrug rada i unutarnje ustrojstvo lokalne samouprave. U studiji slučaja prikazani su postupci javne i jednostavne nabave kroz kalendarsku 2020. godinu. Plan nabave grada Vrlike za 2020. godinu objavljen je 20. siječnja 2020. godine, stupio je na snagu danom donošenja, a objavljen je u „Službenom glasniku Grada Vrlike“, na internetskoj stranici Grada Vrlike i u Elektroničkom oglasniku javne nabave Republike Hrvatske. Prve izmjene i dopune Plana nabave grada Vrlike za 2020. godinu stupile su 24. veljače 2020. godine.
Abstract (english)
This paper observes the implementation of public procurement procedures of the City of Vrlika in the period 2020, where special emphasis is placed on the procurement plan and the register of contracts of the city of Vrlika. At the beginning of the paper, the concept of public procurement was defined, its impact on the economy of the European Union and the Republic of Croatia, and finally impact on the local self-government unit itself. For describing purposes of the city of Vrlika is used, its basic data, traffic and communal infrastructure, population, economy, scope of work and internal organization of local selfgovernment. The case study presents public and simple procurement procedures through the calendar year 2020. The Procurement Plan of the City of Vrlika for 2020 was published on January 20, 2020. and entered into force on the day of its adoption. The first amendments to the procurement plan of the Ccty of Vrlika for 2020. entered into force on February 24, 2020.
